Horseback opinion is a guess or hasty opinion given without thorough consideration.
It means that Bundy did not give hasty opinions or guesses (horseback opinions) on any issue, especially on this issue (oaths), which he knew nothing about (when the terrain was strange) and in this extraordinarily historical, tragic situation (extremely forbidding).
