If I'm not wrong, its base form is 보이다 and not 보다. 보이다 means "to be seen" which is like the passive form of 보다. And 지만 means "but" or "however" so 보이지만 means "It is seen but/however..." or more naturally, it can be translated as "I/He/She/They see/s it but/however..."
