Oral:
Today,the police bureau will be without electricity for a whole day. So they don't work (or provide service?) today.

can I say: The police bureau is out of electricity?

You can say 'electricity outage' instead of 'outage of electricity'

And I don't think 'retrieved' is the right word to use here, better to use 'resume'.
