#1 is the correct answer. The question "Are the stores OPEN?" indicates that the speaker wants to know if it is possible to go to the store. If you want to use "opened," you would need to say "HAVE the stores opened (yet)?" This is asking about whether or not the stores are doing business yet (if it's a new store) or whether or not they have completed the action of opening for the day.
