to chat - to engage in an informal/easy/familiar/casual conversation.
to talk - to express thoughts by way of spoken language

"Chat" usually refers to taking part in a discussion with someone on the internet or talking to someone in friendly, informal way.
"Talk" refers saying words and speaking to someone.
"Chat" would be used to refer to a conversation on Skype.
