Difficult to translate "mast" but it means you are fantastic or superb.You can say this to a boy.

It mean " You are a exotic or sexy or splendor , beautiful ,C an use for any those words depend n the mood of speaker ,

Tu cheez badi hai mast mast means " You are a fabulous thing". So you can use it for boy as well as for girl also.
