The simple translation would be ときどき and with a bit more difficult word would be 断続的に[[だんぞくてきに]. I would say: この3年間、ときどき日本語をべんきょうしていました / しています。 この3年間、断続的に日本語をべんきょうしていました / しています。 この3年間、日本語のべんきょうをしたりしなかったり．．．。(sometimes study but the other times not) I hope this was helpful.

Ohayou gozaimasu. I think "danzokutekini （だんぞくてきに　断続的に）" is the word for what you said as "on and off". But if I need to translate the whole sentence, I'd change the original sentence slightly, like "I started to study Japanese 3 years ago, but I had to stop that sometimes since I was busy." " Watashi wa sannen mae kara nihongo no benkyou wo shite imasu ga, tokidoki isogashikatta node benkyou simasen deshita.　（わたしはさんねんまえからにほんごのべんきょうをしていますが、ときどきいそがしかったのでべんきょうしませんでした。）" I know that's pretty long ... Gomennasai. :( Or how about this one? "I've been studying Japanese for 3 years, not in straight."
