To me it looks like there are three numbers:
103,109
One hundred and three thousand (pause) one hundred and nine or
One hundred (pause) three thousand (pause) one hundred nine
253,456
Two hundred fifty-three thousand (pause) four hundred fifty-six
103,009
One hundred and three thousand and nine or
One hundred (pause) three thousand (pause) nine
The "ands" are optional and were frowned upon by my elementary school teachers, but I'd say most people say them. It's understandable either way. When we use the "and", we tend to say the number quickly. When we don't, we pause slightly between different units, so I wrote those pauses in.

103,009= one hundred and three thousand and nine OR one, zero, three, zero, zero nine OR one, oh, three, double oh, nine.

As Susan said, it is unclear how you meant for the number/numbers to be read.
I will just add one thing to what Susan wrote, for a number like 103, some people read it "One-o-three", some read it "One hundred and three". It is common to say 'o' (the letter o) for the zero.
