It means fierce or he/she has a strong fighting spirit.

It means the fierceness and strength of the tiger. When you look into an alpha predator's eyes during a hunt they look intense, somewhat cold and very fierce. So this phrase came from the that look. You could say "Rocky had the eye of the tiger" meaning he was fierce and had a never say die attitude. The song was used in the old Rocky movie I believe.
