In this context, a quarter is a coin (US, 25 cents) . The phrase means that the bedclothes (sheets) will be so flat and well tucked in that they will have a surface like a trampoline - so you can (theoretically) drop a coin on the bed and it will bounce off. If the bed was not well made, the sheets would be loose and the coin would not bounce.

I'm guessing its similar to the phrases: More strawberries than you can shake a stick at. Its just a thing.
