'Turning now' is used to indicate a change of topic in a speech. It's a kind of discourse marker. For example, a speaker would say: 'Turning now to the difficult question of rising unemployment ....' This tells the audience that the speaker has stopped talking about the previous topic, and is now going to begin talking about unemployment.
