It can be translated in in two times. First is present time: Ne istersin? (This is an informal expression.) You can ask to your friend "Ne istersin, çay mı kahve mi?" (What do you want (prefer) tea or coffee?). If you are in restorant waiter would ask you: "Ne istersiniz?" (This is a formal type)
We can translate this expression as: "Ne istiyorsun?" This is again informal and present continious. But you should know that saying "Ne istiyorsun?" is not very polite and it can show anger.
