What does "romantic revolution" mean?
William Wordsworth would be named by many people as England’s greatest poet. With Coleridge he produced the famous volume of Lyrical Ballads, which first appeared in 1798 and which marked the beginning of the so-called romantic revolution in English poetry.

The best known Romantic poets were William Blake, William Wordsworth, Samuel T. Coleridge, Lord Byron, Percy Shelley, and John Keats.
Their poetry was dependent on various features peculiar to their time: a reaction against previous literary styles, arguments with eighteenth century and earlier philosophers, the decline in formal Anglican worship and the rise of dissenting religious sects, and the rapid and unprecedented industrialization of Britain and consequent changes in its countryside.

Most likely it was a period in time when a lot of English poets made poetry with a romantic theme to it.
