Arnold: You were fat?
Josh: Yeah. Very fat. And then I used to pick up the 5-cent pieces
and use the 5-cent pieces to buy candy, which I thought was me, like, owning the situation but, no.
No, I was not.
What does it mean "owning the situation" in this context?
Josh pretended to be ok in front of the kids who threw the 5cent pieces?
I'm not sure what does that mean.
If anyone can help me with this, I'd really appreciate it.

In this context it means that you "took control of the situation".

First, I was not aware that 'pelt' was a synonym of 'throw'. Rather, it was my understanding that "pelt' was a synonym of 'hit'. I learn something new every day.
As for "own the situation", it means he was making himself feel better about being teased by "taking control of the situation" using the money they threw at him to buy candy. However, he realizes later in life that he was not in control of the situation at all.
