"Welch-" asks for a choice between given or implicit options:
Ich sehe drei Männer. Welcher Mann ist es?
Es ist der linke Mann.

"Was für" asks for a quality or a more detailed description:
Was für ein Mann ist er?
Er ist ein guter Mann.

"Was für ein Mann ist er?" would mean "What kind of man is he?"
"Welcher Mann ist er?" is "Which man is he?"
