I believe different dialects may pronounce it differently, but I generally say
"0.033 X" is "point zero, three, three" or "thirty-three hundredths of X"
"0.003 X" is "point zero, zero, three" or "three thousandths of X"
"0.07% X" is "Point zero, seven percent" or "seven hundredths of a percent of X"
As I said there is variation. There are some people who say O as in "oh" like the letter instead of zero within American dialects.
Hope this helps :)

In Britain, we also use the forms described by Certainly, but it's also very common, in the context of maths and statistics, to say 'nought' for the digit 0. So, in your examples, we'd have:
'nought point nought three three',
'nought point nought nought three',
'nought point nought seven percent'.
In all these cases, the first nought (to the left of the decimal point) is optional, but is often included for clarity.

0.033 => (zero) point zero three three OR (naught) point naught three three
0.003 => (zero) point zero zero three OR (naught) point naught naught three
0.07% => (zero) point zero seven percent OR (naught) point naught seven percent
The leading zero/naught is optional, and the choice of zero or naught depends on the speaker; British/Commonwealth English tends to be 'naught', but it's not guaranteed.

There are many ways to say those numbers, but these are the most natural (for me):
Point zero three three
Point zero zero three
Point zero seven percent
