It's small enough to go under a seat on a plane, It's small enough to go under a seat on a plane, can we say "be under a seat" or "sit under a seat" here? Thanks.

A better choice would be "It's small enough to fit under a seat on a plane." More common would be "It's small enough to fir under a plane (or an airplane) seat."

You could, and be understood, but it is not common usage.
