She dresses well vs She is dressed well
My take is:
She dresses well=She knows how to wear appropriately and she's always presentable.
She is dressed well=She's in some very pretty clothes at the moment but we don't know how she usually dresses.
Am I right?

Yes, the first is a general statement about how the person usually dresses whereas the second is an observation on how she is dressed at the moment.
not "wear appropriately" but "dress appropriately"
