No, it doesn't mean I'm tired.
When a person is "all in" it means that they are excited to join in the activity.
For example: We are going skiing this weekend. Who wants to go? Answer: I do. I'm all in.

Yes, it means exhausted.

If a person says: I'm done in. That can mean they are tired.
