I agree. Nobody uses this seriously.

It is a contraction of 'toodle pip', a quaint and humourous take on British upper class speech. Quite idiosyncratic and not really recommended for daily use.

It means "good bye". Toodles! Toodle-oo!
Of course, not everyone would say this. :)
