1. He offered me his support/encouragement [consolation*] over my setback
2. The President offered his condolences to the people who had lost their houses.
3. People sent their condolences [to the bereaved family] at the funeral
*consolation is given for serious and painful losses, often death of a loved one. Consolation is personal, condolences are official.
