It depends on whether you're using 'have' as an auxiliary verb or a main verb.
1. If it's an auxiliary verb, the interrogative is 'Have you..?' and the negative is 'You haven't/have not'. For example , 'He hasn't finished his homework' or 'I haven't been to London'.
NB The form 'have got' also works in this way, for example 'I haven't got any money.'
2. If it's a main verb, it behaves like other verbs, and the interrogative is 'Do you have..?' and the negative is 'You don't have'.
For example, 'I don't have any brothers and sisters' or 'We don't have a siesta in the afternoons.'

Present:
He/she/it does not(doesn't) have
I/they/we do not (don't) have
Past:
did not (did't) have
----the verb " to have" must always be negated using the verb "to do" , which can be contracted or not depending on whether you want to emphasis it or be more formal.
