The difference between (1) and (2) is the position of still. Are (1) and (2) no problem, the same message?
(1)The magic number of seats needed in parliament to secure a majority is 126. This means that, mathematically, the Radicals together with the Socialists and Mr Kostunica could still form a government with a tiny majority.

Still is a connector between sentences and its aim is to emphazise the effect of something
(cause-effect). Generally, we should place connectors at the begining of a sentence followed
by a comma. The second one is better written.
