My best guess is that this is a poker reference (a betting card game) where someone places a bet by literally pushing forward a certain number of chips (which can be traded in for money). So by saying that you don't want to push your chips forward, it would mean that you don't want to take a gamble on something.

It's not slang. It's a reference to poker, where you have "betting chips". If you push your chips forward, that means you are willing to risk everything you have on chance.
By the way, the phrase you need is "What does _________ mean?" or "What is the meaning of _______?" Remember the simple rule for questions with verbs. :)
