Can I use them interchangeably? You are who you always were. and You are as you always were

Yes, they're pretty much interchangeable. "You are who you always were" carries the connotation of being the same person, whereas "You are as you always were" means more that you've not changed. It's a very minor difference in meaning, so I wouldn't worry about it.
