It means back to the beginning, all the previous progress being wasted.

Think of a board game where you move pieces along a circuit according to the roll of dice, with hazards and bonuses depending on which square you land. One penalty might be to go back to the starting point, i.e. square one. The metaphor is often used when you come up against a problem in some task or project that means you have to start again from the beginning.
