What's the meaning of "tie the room together"and " congratulations are in order"?
“Th e stuffi ng isn ’ t
quite working inside the couch. But what if we violently
scattered it all over the carpet? It would really tie the room
together.” No dog has ever had this thought. So
congratulations are in order.

To "tie things together" is to make them match/ connect. So the speaking is suggesting that the stuffing from the couch matches well with the carpet.
"Congratulations are in order" means that someone deserves to be congratulated. In this case the speaker is implying that the dog should be congratulated because of his decorating.
