Now the people cowering against the Dome begin to be bombarded by dead and dying birds as the fleeing sparrows, robins, grackles, crows, gulls, and even geese slam against the Dome they so quickly learned to avoid.
Question: Is “they so quickly learned to avoid” an attributive clause modifying “the Dome”? “they” refers to the people, right?

In this example, "they" refers to the birds. There isn't enough context for me to understand why the birds would be slamming into something they had learned to avoid, however.
You're correct in that the attributive clause modifies "the Dome".
