The song describes an exotic dream of escape, the singer dreams of Copacabana, a far away place in Brazil where she thinks women are sexually dominant. Umberto Eco is basically saying that if you dream of escaping in a third world country, in a country less advanced but where life is sweeter and sexier (as Brazil has been perceived by Italian for a long time) you just need to wait. The fate of Italy, in his view, is to become a third world country, with all its pros and cons (of course he is being ironic and provocative).
