Is it possible to say There were developed..?
There were developed new types of the classification of the media-technologies from the point of view of their application in the countries with transitional democracies.

Yes, the "were" seems to be trying to do double duty as the verb of a dummy subject construction and as the auxiliary verb in a passive construction. I would say "There were new types ... that were developed ...", which would keep the verbs separate. I haven't a clue what the rest of it means, but you can presumably hang it on that skeleton.

This is tricky! :-) René is correct - the difficulty here is that you are trying to mix a passive voice (were developed) with "there is/there are".
"There is/there are" are used in English to say that something exists - this phrase cannot receive the action of a verb, hence it cannot be the OBJECT of a sentence.
Many businesses (SUBJECT) developed new type of classification (OBJECT)....
When we use the passive voice we reverse the order
New types of classification (OBJECT) were developed - we don't have to include the subject.
"There is/there are" can't receive the action of the verb and hence can't be the object of a sentence.
I would write this sentence as follows:
New types of media-technologies were developed with respect to their application in countries with transitional democracies.

To my knowledge, the construction "there + dynamic verb" is not grammatical in English. It certainly doesn't sound natural to me. Renee's first option of a simple passive verb construction is good.
Types and classification seem synonymous and so do you need both?
The meaning of "from the point of view of" is not clear in this context.
I've tried to guess your exact meaning but I can't. If you can try to say it another way, I can help more (tomorrow).

I would personally try to break this sentence in two separate sentences to make it easier to read and understand.
and I think the construct should be "...X were developed in there", but "there" could be in the beginning too.
