Yes, the "were" seems to be trying to do double duty as the verb of a dummy subject construction and as the auxiliary verb in a passive construction. I would say "There were new types ... that were developed ...", which would keep the verbs separate. I haven't a clue what the rest of it means, but you can presumably hang it on that skeleton.

To my knowledge, the construction "there + dynamic verb" is not grammatical in English. It certainly doesn't sound natural to me. Renee's first option of a simple passive verb construction is good. Types and classification seem synonymous and so do you need both? The meaning of "from the point of view of" is not clear in this context. I've tried to guess your exact meaning but I can't. I would personally try to break this sentence in two separate sentences to make it easier to read and understand. and I think the construct should be "...X were developed in there", but "there" could be in the beginning too.
