When I'd like to say this year's February, do you say "last February" or "this February"?
I told friends "Last February". I meant "this years February. " Because it's past so I used "last"
My Japanese friends pointed out that I should have said "last February"
Which is correct?

I usually say "last February" when I am talking about the most recent February that passed. Sometimes, I will say "this past February" to mean the same thing.
If I say "this February" I usually am talking about the next one to come. To be extra clear, I say "this coming February."
I also just remembered that if I say "In February..." Whether or not I mean last Feb or next Feb will be understood by my next words by what tense I use. Example: In Feb, I went to the zoo. vs. In Feb, I will go to the zoo.

Your friends are correct. As the month has already past, you'd say last February...this February would be meaning the coming February.

I just want to add that if I'm talking now about February 2016 I would just say February. If I said "next February" I would be thinking about February 2017.
At this time of year I think that saying "last February" is unclear. If for example my friend said she met someone last February I would immediately ask her if she meant 2015 or 2016. But if she said "last February" in March, I would think she meant the previous year, not the previous month.
