I am afraid that our local shoe factory is 1) ..... closing down. The management 2) ...... hold a public meeting to discuss the situation on Wednesday. The meeting 3).....start at seven o'clock in the evening and I hope that they will find a solution because closure of the factory is 4) ..........cause a lot of problems. It employs many people from the town and already the workers' union have said they 5).........take industrial action.

Have I done it correctly and I wonder why The manager are to ? I was sure the manager is used in singular.

"Management" = "they", the same as "police" and "staff". You're right that "manager" is singular, but "management" is a slightly different word.
"The management are to hold a public meeting..."
Answer 5 should be "are about to".

It can be countable and uncountable,
In this way above it's uncountable because it's referring to management in general.
Normally management is singular but in the meaning above it has a plural meaning.
