What does "language is habit" mean?
The sentence: "Language is habit" so errors must be prevented at all costs.
Does it mean that we're so used to speak the language that it becomes a habit, and the habit of language speaking is manifested in the way we speak it?

Yes it does, and it also means that you should prevent errors at all costs because otherwise the errors will become habits that will be hard or impossible to change.
I'm not sure I agree with this entirely. It is better to speak with errors than become afraid of speaking incase you make an error and never speak at all.
Errors should be corrected, but not prevented at all costs, what is the cost!? Fear of ever speaking?
A good teacher will listen to you speak and correct your mistakes and errors at the end of the lesson rather than interrupt you. The more you are interrupted the harder it will be to speak confidently thus hindering the development of your fluency.
