Primal is an adverb, so it modifies a verb. Primitive is a pronoun, so it modifies a noun. A Primal Scream. A Primitive Person.

He's wrong that's why. Both are adjective in this case. Primitive can also be a noun, but that's it. I guess he's confusing primal with primarily which is an adverb.
