What does 호쾌하네 mean?
Is it some kind of idiom or slang?
What kind of situation should I use this word?

호쾌 = 호탕(vigor and valor, a heroic temper, intrepidity) + 쾌활(cheerful; cheery; merry; jolly; gay; lively)
호쾌하다 is a formal and a little archaic word.
it is used for describing the character of a person or the result of sports event in literay style.

호쾌하네 doesn't make sense. there are simillar words such as 유쾌하네, 상쾌하네, 통쾌하네.
유쾌하네 means something is funny, you feel fun.
상쾌하네 means you feel fresh and be refresh.
통쾌하네 means can be used in situation that if you have a person you didn`t like and you wish that person is put in bad situation, that guy is being what you want to do.
