We can't change or complain about what has happened, (neither) can we control what is going to happen.

As a native speaker I would choose one or the other without giving it a thought as to why. This is one of those language things that is an unconscious choice.

Hi Liusu,
It sounds better with "nor." Grammatically, there's nothing wrong with "neither," but "nor" makes this sentence flow much better.
