I'm not a HVAC professional, but neither option sounds great. :D "15 cubic meters per cubic meter per hour" is actually what's happening. And Evelyn's reading of the units as written is what I'd say, too, even though they seem like imaginary units. It seems simpler to say this:
The rate of air pumped is 15 x V m^3/h (where "V" is the room's volume in cubic meters), in other words "fifteen vee cubic-meters per hour".
Are you two sure that cubic-meter-hours exist? I know that kilowatt-hours exist, but a kilowatt-hour has a fixed value whereas cubic-meter-hours can only mean "the volume of air, in cubic-meters, pumped in one hour". Right? In which case, why not just use cubic-meters per hour?
