You can't tell without context. Bloody can be literal (covered in blood) or it can be an adjectival swearword - it is generally used as an 'intensifier', similar to 'f%^$ing'. 'That was a particularly bloody time in the history of the country'. 'It's about bloody time you came home! Your mother is sick you bloody idiot!' Don't use it in the second way unless you are sure about the situation and who you are using it with. Many people will get very offended if you use it. I am only using it here to help explain.
