It likely means something like "She is very beautiful." But I have never heard this phrase before. Literally, "mink" is an animal and its fur is sometimes used in clothing (like coats). So "a sleek bit" of it would refer to a nice quality piece of that material, which is very expensive and highly valued by some. We would not use language like this to compliment somebody.
