Although you can say that "kook" means crazy, kook is not used to describe people with actual mental illness. It is usually used to describe people whose beliefs or actions are eccentric or unusual. For example, someone who wears funny hats all of the time, or who believes in UFOs, might be called a "kook" or "kooky."
