I am waiting for Bob to call me. He said he would call me at 3:00, and now it is 4:00. I say:
"Bob still hasn't called me."
Tom is Sally's ex-boyfriend. She told him to never call her again, but he continues to call her. Her friend says:
"Tom hasn't still been calling you, has he? He has?! What a jerk!"
We use "haven't still" much, much less often than "still haven't", and the two structures have different meanings.
