아니요, "ㅎ+ㄱ"나 "ㄱ+ㅎ" 발음은 "ㅋ"에 변하는데 "ㅔ"와 "ㅐ"의 발음은 똑 같지 않아요.

"ㅔ"는 [e] (closed "e")가 돼고 "ㅐ"는 [ae] (open "e")가 돼요.  하지만 지금 한국사람에게 느낌이 들지 않아요.
