I have learned German and Swedish and am learning Chinese. Listening was always more difficult by far than speaking. This doesn't say that speaking is easy, just that listening was harder.
It is only when you become very good at a language that speaking like a native is harder. In the early and intermediate stages, it isn't that important, because that isn't your main goal - it is to make yourself understood basically.

hi ,
i think both of them are difficult, especially on the new learner, but with the practicing we may improve these capabilities, for me,listening is difficult, coz there are some strange words that i can't translate it ,
but in speaking case , people always estimated that i'm not native in this language ,,,

Speaking is more difficult. Because you have to make up an idea, the formulation, and the translation. Not to mention the pronunciation.
For listening you only have to listen, to translate and understand the meaning.
