Based on KBBI (Indonesian Dictionary), Iri is an adjective, meaning it's being envious of others or feeling/showing envy to others.
However, in real conversation, iri can be used as a noun as well, meaning envy. For example: Rasa iri terhadap kepintaran adiknya, membuat dia memilih jalan pintas untuk melakukan kecurangan di saat ujian nasional.
As an adjective: Dia (merasa) iri terhadap adiknya yang dua tahun lebih muda dari dia, namun lebih pintar dan cantik.
Iri can be used in many contexts, and can be used in general sense of "A feeling of discontented or resentful longing aroused by another's better fortune".
While 'Cemburu' is used more often for envious feeling about 'love affairs' . (in real life)
From KBBI:
- kurang percaya; curiga (karena iri hati) (not trusting; easily be suspicious of others (due to envy)
- merasa tidak atau kurang senang melihat orang lain beruntung dan sebagainya; sirik; iri (feeling less or unable to see others' fortune/fortunate circumstances, and etc.)
Another word for iri/cemburu is 'sirik' -> is more colloquial.

Hallo, I will try to answer your question based on the culture paradigm in Indonesia.
"iri" and "cemburu" mean "jealous" in English. It's depend on the use of those words, we use "iri" to determine "bad feature", for example "Saya iri melihat dia menjadi juara"
But we use "cemburu" to determine positif or negative situation. For example "saya cemburu melihatmu pandai memasak".
