Shoddy when used as an adjective means: poor quality or dishonest. Shoddy behavior is usually used to describe someone who is being dishonest. Shoddy construction then would mean it was poorly built.

Can also mean that people have been dishonest in their relationship with you, eg borrowed money but didn't pay you back. Talked about you behind your back spreading lies or rumours. If a shop or restaurant's employees are rude to you and the service is very poor.

You go to a party at someone's home and make comments about how bad the cooking was. There is a long line at the bank and you cut in to the front. Coughing or sneezing without covering your mouth. Talking loudly in a theater. Not smiling.
