My thought:

I thought (A) (B) (D) could be grammatically correct, and finally chose (B),
My opinion is like this - My sister put away her clothes Which Is The Tidiest in my family.
but the answer is (D) the most tidily
I know (D) is correct, and the adverb( the most tidily) modifies the verb (put).

My confusion
1. How about (B) ?
2. Is (D) the best answer?
I would be appreciated If there is a kind explanation.

The only one that is grammatically correct is D.
A would have worked if the sentence had ended after tidily:
My sister put away her clothes tidily.
B would have worked if the verb "put" had been in present tense:
My sister puts away her clothes the tidiest in my family.
C would have worked if you had added "than" something:
My sister put away her clothes more tidily than anyone else in my family.
Unfortunately, I cannot explain the finer grammatical details, but I hope this helps anyway :)
