Yes, as Amit says, landscape is the situation, the scenario. i.e. you would say "The political landscape of the USA."
Viewpoint is how you look at the landscape. i.e., you would say "Republicans and Democrats have a different viewpoint of the political landscape of the U.S.A."
The statement you are confused by - “we changed the landscape for solving the problem of payroll inequity” - landscape = situation, circumstances, existing scenario. It means we changed the existing situation for solving the problem by changing the circumstances or the way it was done in the past.

Thank you, Adam. I should've probably been more clear about what I'm asking here, but my question is the difference between the word landscape meaning to be an extensive point of view like moral, political landscape and the word viewpoint carrying the general idea of one's perspective. I came across some example sentences using the word landscape, such as “the political landscape looks bleak without a change of administration” “we changed the landscape for solving the problem of payroll inequity.” The first sentence makes sense and is the one I'm familiar as to the use of the word, but the second sentence quite perplexes me. Is "viewpoint" used to mean "an individual's personal point of view" and is "landscape" used to convey an idea that is already accepted as a norm by a certain group of people and therefore much broader than viewpoint?

Landscape is the scenery and everything in in it.
Viewpoint is everything that can be seen from on place.
