Why do so many people still misuse these words?
Teachers drill students about the usage of "they're", "their", and "there" in grade six or earlier.

maybe, because of having the same sounds... but still they have different usage
they're- is 2 words that is made into 1 word; from "they are" to "they're"
Tip:so not to misuse in this word i suggest that you use "THEY ARE"
example: THEY ARE joining to answer this question.
there-is an adverb that answers the question "Where".
example: THERE is a book on my desk. (where is the book? There, on my desk.)
Tip: construct the sentence to question "WHERE"
their- is used to own an object or to show ownership...
*their is composed of two or more than person..
example: THEIR account was activated by the moderator.

sometimes, they just type wrongly or they're careless temporarily.
but for someone, maybe they're new learner,so they should learn more. just help them if you find somebody who doesn't know how to use them. come on!

good observation. although, surprisingly, here in our country, not only those grade-school students are prone to misuse these words but also a lot of young professionals. aside of course of having the same ending sound, maybe because these words are all beginning with 'th' when written, "dh" when spoken.
