So in this sentence,what does 「which」refer to??
Does it refer to「 President YY 」OR「 XX's anti-corruption initiatives」???
How can I judge the usage of 「which」 in this sentence

I would say it refers to 'Beijing and the previous administration under President YY, which would account for the plural verb form 'were' - in other words, two things are being referred to here.
