Both the same, but annoyance carries more of a distraction. And nuisance carries more of a meaning of irritation and distress caused to the person being annoyed. " causing a public Nuisance" is the legal crime for drunken youths who are noisy on the street and throwing empty beer bottles to the ground. (as an example of a public nuisance crime)
"You are charged that on the evening of Tuesday the 27th June 2018 at around 9:00 hours, you did cause a public nuisance outside the Crown and Manor public house. Causing $ £ euros of damage -------- the rest of the charges details will follow here ----- "
hope this helps.
Annoyance and nuisance are defined as a nuisance between a minor annoyance in a dictionary.
Except for use in English law where Nuisance is the word used usually.
